No yearbook memorial for student who committed suicide

Officials at a high school in Minnesota are drawing the ire of more than a hundred of its students and parents for refusing to memorialize in its yearbook a student who committed suicide.?

Kyle Kenyan would have been a senior this year at Menagha Public School in Menagha, Minn., but he committed suicide on Jan. 8. When word got out that school staff wouldn?t memorialize the teen in this year?s yearbook due out in May 2013, classmates started a petition to appeal their decision.

Even though this year?s senior class has less than 50 students, about 100 students throughout the rest of his school have signed the petition to get a memorial page in their yearbook, something his mother, Peggy Havnes, would also like to see.

?When I heard about it last week, I sort of fumed underneath because it?s not my fight to fight,? Kyle?s mother, Peggy Havnes, told NBC News. ?My main concern is the kids, and I want to stand up for the injustice that goes to Kyle?s classmates, the class of 2013.?

But Menahga Public Schools Superintendent Mary Klamm said the school district?s policy on the issue is clear and firm.?

?Long before Kyle?s death, we made the decision not to include memorials in our K-12 yearbook while we were updating our crisis manual,? Klamm told NBC News. ?During that process, we took a lot of time to decide how to properly respond to the death of a student or faculty member, and we were recommended not to memorialize suicide because of the possibility of copycats. That?s our biggest fear.? ??

Klamm said a decision against a memorial page for Kyle in the yearbook, which will go to the school's 876 students, does not mean he'll be excluded from the yearbook entirely.

But students who have?persisted in their quest to get a memorial page, Havnes said, have been told by school staff they could lose their walking privileges at graduation if they don't end their campaign.?And the clash between students and administrators over her son, she said, has only served as a reminder of her of his death months ago.?

?We were so saddened by this tragedy, and it?s very hard because all of our personal feelings that we had as a family when Kyle died have resurfaced,? Havnes said. ?He was battling with some depression and we were trying to get him some help and it just didn?t come in time. We have a lot of family and community support and the least amount of support is coming from the school.?

Klamm said the movement to get a memorial page for Kyle was started by only ?a couple of really loud? seniors who ?completely circumvented school officials? and instead made public their pleas for the memorial.

Regardless, Havnes said there would be a clear lesson in the decision to include her son in the yearbook.

?I think we need to use this as a teaching tool because this can happen in anybody?s family and we need to take into consideration that this is not just my child but the community?s child,? Havnes said. ?And if we can prevent any other family from going through this then we?ve accomplished something.?

Klamm said she has been in contact with other school administrators and they have made the same decision on yearbook memorials. ?This is something schools have to deal with.?

In a similar incident, officials at the Winnisquam Regional School District in Tilton, N.H., were wrestling this month with a campaign waged by high school students who wanted to pay tribute in this year?s yearbook to a classmate, Alexandria ?Ali? Nixon, who committed suicide in May 2010.

After students were allegedly told no mention would be made of Nixon in the yearbook, they started a petition on the website Change.org, which garnered some 1,500 signatures from people in several states and foreign countries. One student?s father even offered to purchase an entire page of the yearbook to dedicate to Nixon?s life but was refused by school administrators.

School officials denied ever mentioning that no mention would be made of Nixon. Members of the yearbook staff said the student responsible for drafting, circulating and submitting the petition ended up shredding it -- something the student subsequently confirmed.

School officials stressed that they followed school district protocol and affirmed that they would acknowledge Nixon in the yearbook, but they ?did not want to glorify a death by suicide,? said Tammy Davis, the?Winnisquam Regional School District superintendent.

Though the deadline for the Menagha High School yearbook is Nov. 1, Klamm said the issue is not closed because modern technology makes changes possible.

?Best practices tells us that that?s not the best thing to do,? Klamm said. ?Are we going to have a memorial page? No. But we are going to continue to have a discussion to see what other options are available to memorialize Kyle.?

?The kids want this memorial and this memory page for Kyle,? Havnes ?said, ?and I think the kids should have a say-so in what they want in their yearbook. It?s not to remember a suicide, it?s to remember Kyle.?

PPP: Obama Weathers Post-Debate Fallout, Leads Ohio By 5

Although President Barack Obama has seen solid leads evaporate in the last week, a poll released Saturday night suggests that Ohio may continue to serve as a firewall for his campaign.

The latest survey from Democratic-leaning Public Policy Polling (PPP) shows Obama leading Mitt Romney among likely Ohio voters, 51 percent to 46 percent. That's little change from PPP's pre-debate poll of Ohio two weeks ago, which showed Obama up 4.

The PollTracker Average currently shows Obama holding a small lead over Romney in Ohio, 47.5 percent to 45.2 percent.

Obama has outperformed Romney in Ohio throughout this campaign. By the end of September it looked like the president was poised to walk away with the Buckeye State's 18 electoral votes. But a successful outing in the first presidential debate breathed new life into Romney's campaign, and the Republican nominee has subsequently either narrowed or erased Obama's leads both nationwide and in swing states.

Saturday's poll offered plenty of explanations for Obama's durability in Ohio. For one, the president's resilience there could be a testament to his robust field operation. By a roughly 3-to-1 ratio, the Obama team claims more campaign offices statewide than Romney. The fruits of Obama's ground game may be discernible in the poll: among the nearly 20 percent of Ohioans who said that they have already voted, 76 percent of them cast their ballots for the president. Romney, on the other hand, leads Obama among those who have not voted yet, 51 percent to 45 percent.

What's more, PPP's findings underscore what's been so paramount to the president's standing both in Ohio and in neighboring states. Fifty-four percent of Ohio voters said they support the bailout of the U.S. automotive industry, long a significant source of support for Obama throughout the Rust Belt, while 37 percent said they remain opposed. On the question of which candidate would be better for the auto industry, 50 percent of Ohio voters gave the nod to Obama compared with 43 percent who said Romney. And a majority of Ohio voters, 51 percent, said they trust Obama more on the economy, while 46 percent said they preferred Romney.

Obama's approval rating has improved since PPP's Ohio poll in late-September, which showed a narrow plurality of the state's voters disapproving of his job as president. In Saturday's poll, 50 percent of Ohio voters said they approve of Obama's job performance, while 48 percent said they disapprove. Romney's own personal standing has gotten slightly worse: 51 percent of voters there have an unfavorable view of the former Massachusetts governor, up from 49 percent in September.

While Romney's surge in many polls this week showed a narrowing of the gender gap, PPP's latest survey found Obama widening his lead among Ohio women. The president leads by 12 among female voters in the state, a big bump from his slim 2-point edge late last month.

PPP did not survey Ohio last weekend, so it is unclear what immediate damage Obama incurred there for his flat performance in the Oct. 3 presidential debate. But it's possible the president was at least partly redeemed by his running mate: 46 percent of Ohio voters said Vice President Joe Biden was the winner of Thursday night's vice presidential debate, while 37 percent gave the edge to Rep. Paul Ryan (R-WI).

PPP conducted its survey Oct. 12-13 using automated interviews with 880 likely Ohio voters. The poll has a margin of error of 3.3 percentage points.

Claustrophobic Skydiver Beats Fear

Felix Baumgartner, the daredevil who stunned the world this weekend with a 23-mile skydiving free fall, could handle the height, just not the tight, pressurized suit.

Like millions of others, the 43-year-old Austrian suffers from claustrophobia. His feat, leaping from 102,800 feet and breaking the unofficial record set by Col. Joe Kittinger in 1960, almost never happened.

"Go figure," said Reid Wilson, director of the Anxiety Disorders Treatment Center in Chapel Hill, N.C., and founder of self-help website Anxieties.com.

"He is basically in open space and not wrapped up that way," Wilson said of Baumgartner's previous jumps from the Petronas Towers and the Taipei 101 skyscraper.

Wilson said it was not at all odd for a person to fear the suit more than the height. He noted that half of all pilots are actually afraid of heights. He advised American Airlines when it created its fear-of-flying programs and noted that phobic pilots say they feel shielded in the cockpit.

An estimated 11 million Americans suffer from phobias, and the fear of closed-in spaces is one of the top five, Wilson said, citing worries about being trapped or suffocating. But that is "totally different" from acrophobia, or fear of heights, which is among the top-10 fears but not an issue for Baumgartner.

The former paratrooper said he was nearly paralyzed getting ready for his latest stunt, one that broke world records and the sound barrier.

In an interview with Red Bulletin magazine earlier this year, he said, "...We carried out the last major tests with the space suit and it was clear to me that I had a problem -- one I never thought I'd have -- with my psyche. I had trouble putting on my space suit, and it got worse and worse. I could barely stand a couple of minutes in it."

Baumgartner's customized space suit and helmet are typically worn by high-altitude pilots and can constrict movement and vision.

They were described by his team as "his personal life-support system," according to a report in the Guardian newspaper. It had four layers, a "comfort liner," a gas layer that retained air pressure, the restraining layer to keep the suit's shape and an external layer made of fire-prevention material.

The suit was designed to protect him from ebullism, the biggest medical danger in skydiving. When the body is exposed to a vacuum, even for a short period of time, the blood can literally boil, causing the body's fluids to turn to gas.

The low pressure can also cause gas to seep into the body and, like skin diving, cause decompression sickness or the "bends." Gas bubbles in an artery can also stop blood flow.

"As soon as the visor closes, there's this nightmarish silence and loneliness," Baumgartner told Red Bulletin. "The suit signifies imprisonment.

"We'd never thought of a test that confined me in the suit for five hours -- that's how long the entire mission should take -- with the visor closed. After all my past exploits, all the extreme things I've done in my career, nobody would have ever guessed that simply wearing a space suit would threaten the mission. Me included. In the end, it turned into panic attacks."

Baumgartner said he was prepared to give up and left the United States where he had been training in 2010.

"I wept on the phone," he said. "It was the worst moment of my life. Until that point, I'd always known how to solve all my own problems. This time, in front of everyone, I'd found my limit."

He overcame his phobia with the help of his sponsor, Red Bull. It called Michael Gervais, a psychologist whose specialty is extreme sports, according to The New York Times. He has consulted with NFL athletes and surfers.

"Claustrophobia is quite common and people get it in any kind of tight spaces," anxiety psychologist Wilson said. "Early on, when the MRIs came out and they put people in those tubes, they lost about one-third of them who got panicked inside the machine.

"Quite often, they feel hot and stuffy and don't necessarily have a full-blown panic attack, but have the typical fight-or-flight urge to escape," he said.

Wilson said that like the fear of heights, claustrophobia is a "natural" fear that has evolutionary roots. But some people find it more disabling than others, probably a result of to genetic vulnerabilities.

Top Egypt prosecutor defies sacking by president

CAIRO (AP) ? Egypt's prosecutor general has defied a presidential decision to remove him from his post, entering his office in a downtown Cairo courthouse flanked by security and hundreds of judges and attorneys.

President Mohammed Morsi ordered Prosecutor General Abdel-Meguid Mahmoud to step down to appease public anger over the acquittals of ex-regime officials accused of orchestrating violence against protesters last year.

But Mahmoud and a powerful judges' club say this infringes on the judiciary's independence.

The conflict over the prosecutor general is the latest challenge facing Morsi, who is seeking to assert his authority after being elected president this summer in the wake of the popular uprising that ousted his predecessor, Hosni Mubarak.

After briefly returning to work Saturday, Mahmoud headed to the presidency for a meeting to defuse the tension.

Endeavour makes its slow journey towards the California Science Museum

Los Angeles residents have been turning out to watch the US space shuttle Endeavour as it inches through the city on a giant trolley, bound for a museum.

The spacecraft that once reached 17,000mph (28,160km/h) is trundling down the city's famously low-level boulevards at a stately 2mph.

"It's pretty neat to see a spaceship in the street," a spectator told local TV.

Endeavour began its 12-mile, two-day journey on Friday and is due to end up at the California Science Center.

The 75-ton spacecraft entered service in 1992, making 25 trips, logging 123m miles and circling the globe almost 4,700 times.

Replacing Challenger, which was destroyed in an accident in 1986 that killed seven astronauts, Endeavour was the baby of the shuttle fleet.

Nasa took its shuttles out of service last year in order to focus on destinations beyond low-Earth orbit, such as asteroids and Mars.

Bridge crossing

For its trip across Los Angeles, it has been placed on a 160-wheeled carrier which is being guided by remote control.

The shuttle set off on Friday from Los Angeles international airport, where it arrived three weeks ago aboard a specially equipped Boeing 747.

After an early bumpy ride, it was backed into a shopping centre car park in the city's Westchester neighbourhood as crowds cheered.

Janet Dion, a family therapist from nearby Manhattan Beach, marvelled at the shuttle, its exterior weathered by its space missions.

"You can sense the magnitude of where it's been," she told the Associated Press news agency, looking at the heat tiles which had protected the craft on its returns to Earth.

Around midnight local time (07:00 GMT Saturday), Endeavour crossed a bridge over the Interstate 405 highway, an especially difficult part of the complicated journey because of the size of the shuttle and width of the bridge.

For the bridge manoeuvre, crews spent hours transferring the shuttle to a special, lighter towing dolly, which was then pulled across by a pickup truck.

'Inspirational'

Four hundred trees had to be cut down to make way for Endeavour's wingspan. The city has promised to plant 1,000 replacements.

Power lines have also been raised and traffic lights pulled down but some stretches of the 12-mile journey are still a tight squeeze.

Former shuttle commander Mark Kelly, who captained Endeavour's final flight, said he hoped the spacecraft would become an inspiration for future generations of astronauts.

"Maybe some day one of these kids that see Endeavour, look up at it at the California Science Center, will be that person that walks on the planet Mars?" he told US broadcaster CNN.

Actress Taryn Manning charged with assault in NYC

NEW YORK (AP) ? Prosecutors say actress Taryn Manning attacked and choked her personal assistant in a New York City hotel room.

The New York Post (http://bit.ly/W2TAji ) and Daily News (http://nydn.us/TlxkKW ) report that Manning was arraigned Friday after an early morning fight the day before with assistant Holliann Hartman inside the Dream Hotel in Chelsea.

Manning is charged with misdemeanor assault.

She spent more than 24 hours locked up before she was released.

The 33-year-old Manning is best known for playing Eminem's ex-girlfriend in the 2002 movie "8 Mile."

Her lawyer, Joseph Tacopina, says Manning and the assistant got into a confrontation but it was not an assault. He says it was "a little misunderstanding between the two."

Manning is due back in court Nov. 13.

The recipient of the National Public Service Award is Judge Patricia M. The Honorable Patricia Wald has worked in such diverse fields as criminal justice, juvenile law, mental disability law, drug abuse, poverty and public interest law, administrative law, constitutional law, judicial process, and women and the law. After earning her law degree from Yale Law School in 1951, she served as a clerk for Judge Jerome Frank of the U.S. Court of Appeals for the Second Circuit, the only woman to clerk on that Circuit that year. She later went to work at Arnold and Porter in Washington, D.C., and then took a ten-year leave from the profession to launch the lives of five children she had with her Navy JAG husband, Robert. She returned to practice and worked at the U.S. Department of Justice's Office of Criminal Justice, Washington D.C.'s Neighborhood Legal Services Program, the Center for Law and Social Policy, and the Mental Health Law Project, among others. During his tenure as staff attorney with the American Civil Liberties Union, he worked on Casey A. v. Gundry, a case that led to the complete overhaul of education and rehabilitation programming at Los Angeles County's largest juvenile detention center. He also served as counsel in Doe v. State of California, which challenged the State's failure to ensure that districts provide free public education as required by the California Constitution, and local districts' charging of illegal fees. This case led to the enactment of recent legislation establishing a statewide accountability system.?Prior to joining the ACLU, David clerked for the Honorable Raymond C. Kogas to Host Gastech 2014

The 27TH Gastech Conference & Exhibition, the global meeting place for energy industry professionals, will take place at the Korea International Exhibition Centre (KINTEX) in Seoul, South Korea, from 24th -27th March 2014.

Hosted by the Korea Gas Corporation (KOGAS) Gastech 2014 will bring together thousands of conference delegates, visitors and VIPs, for what promises to be a landmark event for the global gas community, as it visits South Korea for the first time.

KOGAS is the single largest LNG importer in the world, as well as the owner and operator of three world-scale LNG regasification terminals, and a 3,000km span of nationwide transmission pipeline networks. The Incheon LNG regasification terminal, the largest in the world, is situated in close proximity to the KINTEX and will offer just one of several technical tour opportunities for delegates.

South Korea became the 8th country to join the ?trillion dollar club? for global import/export trade and, in addition to the many major long-term contracts that exist with producing countries including Australia, Brunei, Indonesia, Malaysia, Oman, Qatar, USA, Russia and Yemen, South Korea?s buoyant economy and advanced manufacturing base means demand for gas and LNG continues to rise.

KOGAS is actively investing in projects overseas in order to ensure a secure gas supply for the future, and Korean shipyards have more than 70% of the world?s planned LNG and gas ships on their order books.

KINTEX is South Korea?s largest exhibition centre and conveniently located close to the International Airport and the capital city. The venue offers in excess of 100,000m2 of flexible event space, making it Asia?s fifth largest venue.

FHA ? 3.5% down payment to purchase real estate. ?However, if it is a condo/town-home, or something with HOA, it has to be on the approved list. ?If it is, then you are good to go. ?There are also?minimum?standards for the FHA appraisers as mandated by HUD. ?They cannot be in too bad of shape. ?They cannot have broken windows, missing flooring, missing appliances, along with other criteria your Real Estate agent of choice can explain to you.

If you are VA ? 0% down payment to purchase real estate, you can raise the bar with regard to their Appraisals and their Minimum Standards required to allow for financing.

Two London educators receive certificate of achievement from the Prime Minister

An eight-year-old girl lays her head on her school desk and relishes the voice of a caring teacher telling tales that will stay with her for a lifetime.

A teenage boy comes home from school each day to learn from the best teacher he?s known, his own father.

Those experiences shaped Charlene Moss and Matt Sereda and now both share their joy of teaching to such great effect each has won a certificate of achievement from the Prime Minister, two of only 25 teachers in Canada to be honoured for their work in the past year.

Moss found inspiration in Grade 3 teacher Shirley MacMillan, with whom she developed such a bond she?d stay late after class to help.

After graduating from the early education program at Fanshawe College, Moss began work at Arbour Glen Day Nursery in London ? and has been there 22 years.

Colleagues described her ability to connect with each child and talents that included story reading and puppeteering.

?I live in fear that one day a representative from Sesame Street will spot her talent and steal her away,? one colleague wrote as part of Moss?s nomination.

One of Moss?s favourite teaching moments came when she brought in a veteran who had been a paratrooper in the Second World War to show his medal to a class of four- and five-year-olds and they shared tea.

Earlier this year, Moss was selected by Ontario for teaching excellence, the first time the early childhood educators were eligible for the honour.

Not many early childhood educators make a career of it as salaries top out at about $16 an hour.

?When (I was a high school student) and told my guidance councillor I wanted to be an early childhood educator, she said, ?No you don?t?.?

She ignored the advice.

?A child learns more by the age of 6 as they will learn the rest of their lives . . . I don?t see myself doing anything else,? Moss said.

Sereda took inspiration from his father Mike Sereda, who has served as a teacher, principal and superintendent of the Thames Valley District school board, once heading an effort to encourage drop outs to return to school.

The younger Sereda is following in his father?s footsteps: After two years of teaching university-level English to high-achiveing students, he applied to become the first teacher in a special joint program with Fanshawe College for students who dropped out and wanted a second chance ? called School within a College.

Students in the prgram get a chance to earn their diploma and take college-level courses.

Most of the students had dropped out because they couldn?t cope with outside pressures, from drug dependencies to having a child.

Sereda?s focus has been threefold: Teaching life skills to better cope with challenges, making the classroom a welcoming place and teaming with Fanshawe to get students excited about their future.

Wrote one student: ?I could spend days writing about all the unconventional practices that he uses; everything from trying to build a community instead of a classroom, to genuinely caring about every student who walks through the doors . . . He wants us to succeed constantly, and sometimes I think, more than us.?

The program has done so well it has tripled in size with 66 students enrolled this year.

?It?s more about supporting students emotionally and building a sense of community,? Sereda said.

He hopes the honour to him ?which he says reflects everyone involved in the program ? will foster its continued growth.

PARIS (AP) ? Police carried out raids across France on Saturday after DNA on a grenade that exploded last month at a kosher grocery store led them to a suspected jihadist cell of young Frenchmen recently converted to Islam.

The man whose DNA was identified, named by police as Jeremy Sydney, was killed by police after he opened fire on them, slightly wounding three officers in the eastern city of Strasbourg. Officials said he had been under surveillance since last spring ? around the time a French Islamic went on a shooting rampage against a Jewish school and French soldiers, killing seven people.

Eleven other suspects were arrested across the country Saturday, according to the Sipa news agency. One man was carrying a loaded gun, and police found weapons, cash and a list of Paris-area Israeli associations during the raids.

Paris prosecutor Francois Molins said all the arrested suspects were French and recent converts to Islam. They were all born in the 1980s or early 1990s. Four of the men involved in the raid had written wills.

"You can imagine what their other plans could have been," counterterrorism official Eric Voulleminot said at a news conference with Molins.

The prosecutor described 33-year-old Sydney, sentenced in 2008 to two years in prison for drug trafficking, as a "delinquent who converted to radical Islam." He said others in the cell indicated they wanted to return to "the land of jihad."

A statement from President Francois Hollande praised the police for the raids and said the state would continue to "protect the French against all terrorist threats."

Last month's firebombing of the grocery, in a Jewish neighborhood in the Paris suburb of Sarcelles, happened on Sept. 19, the same day a French satirical paper published crude caricatures of the Prophet Muhammad. Anti-Western protests were also growing at the time against an anti-Islam film. One person was slightly injured, but the attack with a Yugoslav grenade came after a summer of what residents described as growing anti-Semitic threats.

"What happened in Sarcelles was just a start, or was just a test," Sammy Ghozlan, head of a French group that tracks anti-Semitism in the country, said. "Islamism is a force of influence and Islamists are going to seek out the weakest people to teach them to kill."

France, which has the largest Muslim population in Europe, is trying to contain the spread of a radical Islam hostile to Western influences. France has made similar anti-terrorism arrests before, only to release the suspects several days later without charges.

The prosecutor was careful not to draw direct links between Saturday's arrests and Mohamed Merah, a young Frenchman of Algerian descent who died in a shootout with police in March after the killings in the south of France. That attack terrorized the French Jewish community, which has since ramped up security in many parts of the country.

Merah had studied at an Islamist paramilitary camp in Pakistan and claimed ties to al-Qaida. Molins said officials did not believe the men arrested Saturday had trained abroad, but cautioned that the investigation was ongoing.

Oil falls in Europe as world growth outlook dims

A string of indicators that the global economy is struggling to escape its mire kept oil prices on their down trend Monday.

By early afternoon in Europe, benchmark crude for November delivery was down $1.31 to $88.57 a barrel in electronic trading on the New York Mercantile Exchange.

Oil fell more than 2 percent Friday as traders fret that jobs aren't growing fast enough in the U.S. to significantly boost demand for fuel. The contract closed down $1.83 to $89.88 per barrel.

In London, Brent crude, which is used to price international varieties of oil, was down 91 cents to $111.11 a barrel.

The widening spread between the Nymex and Brent contracts, now above $22, was attributed to higher U.S. output and supply risks in Europe and the Middle East.

Analysts at Commerzbank in Frankfurt said U.S. oil production was at its highest level since December 1996, while concerns about the spread of the Syrian conflict to neighboring countries and delays in shipments of North Sea oil were keeping a floor under Brent prices.

The U.S. economy created 114,000 jobs in September, in line with what economists had expected but not an indication of strong jobs growth. The U.S. Labor Department said the unemployment rate fell to 7.8 percent, the first time it's been below 8 percent in nearly four years.

In a new sign of a weak global economy, the World Bank cut the growth outlook for developing Asia-Pacific economies for 2012 to 7.2 percent from its May forecast of 7.6 percent. The bank cited weak global demand due to the lackluster U.S. recovery and Europe's recession.

The bank also cut its forecast for China, the region's biggest economy, to 7.7 percent from May's 8.2 percent.

Oil jumped 4 percent on Thursday following a 4 percent decline on Wednesday. Traders have been trying to gauge the strength of global oil demand while also watching developments surrounding Syria for any signs of a disruption in supplies from the Middle East.

Among other energy futures traded in New York:

? Natural gas fell 2.3 cents to $3.373 per 1,000 cubic feet.

? Heating oil fell 1.79 cents to $3.138 per gallon.

? Wholesale gasoline fell 1.82 cents to $2.9342 per gallon.

Japan Tankan Survey Outlook - Business Insider

Earlier today, we learned that Japan's Tankan index registered at -3.? Tankan is based on a survey of Japan's largest manufacturers.

When the number is negative, it indicates that pessimists outnumber optimists.

SocGen economist Katahiro Kiyoko thinks it's likely that the report may have actually underestimated pessimism in the region.? From a new note:

Political tension between China over the disputed islands became an issue after 14 September, and it is likely that the majority of companies had already submitted their survey before the tension became a large concern. Therefore, in our view, the real business sentiment could turn out to be worse than what it appears in the survey result.

Japan is an export-driven economy that depends heavily on its trading activity with China.
